A consolidated list of national highways with pavements’ bearing capacity of 6 tons, 10 tons and 11.5 tons per axle (as of 01.01.2017)

This list concerns the passage of heavy and (or) abnormal goods vehicles on public roads on the basis of diagnostics of motorways, taking into account the proposals of the Republican Unitary Enterprises on highways. The list is intended to provide the weight and dimensional control on the roads and the issuance of special permits for heavy and (or) abnormal goods vehicles.to travel by the motorways. The bearing capacity of pavements of the Republican roads being 6 tons, 10 tons and 11.5 tons per axle as of 01.01.2017 year is distributed as follows:

- 6 tons - 1826 km;

- 10 tons - 12,099 km;

- 11.5 tons - 1992 km.

The total list of roads with a bearing capacity of 6.10 and 11.5 tons per axle on national highways is presented in the form of the following map.

- vehicles, self-propelled vehicles transporting passengers, live animals, flowers, humanitarian aid, concrete and asphalt mixes, bitumen used for the road works, dangerous goods, perishable goods, grain, animal feed, rapeseed;

- vehicles engaged in the carriage of animal waste for recycling and (or) processing;

- vehicles, self-propelled vehicles, carrying out activity on maintenance, repair and development (construction, renovation) of public roads;

- vehicles, self-propelled vehicles, transports related to the prevention and elimination of emergency situations and the consequences of accidents.

The toll rates for exceeding the above-mentioned vehicles the permissible total weight of the vehicle by more than 2% are set at the rate USD 0.03 per every complete exceeded ton per 1 km of distance & USD 0.01 for incomplete exceeded ton per kilometer.

If the transport is carried out by the heavy goods vehicle or vehicle transporting abnormal load without special authorization the fees amount is levied for the distance traveled and when the driver possess the a/m authorization but doesn’t observe the prescribed route the fees are levied for the section traveled along the wrong way.

The fees for the heavy goods vehicles driving by the motorways during the seasonal restrictions of the vehicle total weight and the weight per axle, which are introduced due to the adverse weather conditions, are calculated on the basis of the weights fixed for the current season.

The fees charged for the heavy goods vehicles and/or vehicle transporting abnormal loads if such vehicles are leased or rented in the Republic of Belarus (with the foreign number plates of the truck), are calculated in the same manner as for the vehicles registered in the Republic of Belarus.

The fees for the heavy goods vehicle and/or vehicle transporting abnormal loads are charged depending on how much the this vehicle exceeds the permitted weights, axle loads, dimensions as well as these fees depend on the distance traveled by the route of transportation and are calculated according to the following formula:

Сш, Св, Сд, Сдн, Свг, Свгн rate of duties for the exceeding the vehicle permitted width, high, length (of 1 meter or of its part), the load overhang (of 1 meter or of its part);

К increasing coefficient if driving by the motorways without the special authorization or if the driver does not observe the prescribed route:

К = 1,0 – if there is no any infringement;

К = 1,5 – increasing the fees amount by 50%;

К = 2,0 - increasing the fees amount by 100%;

К = 3,0 - increasing the fees amount by 200%.

VETERINARY & PHYTOSANITARY CONTROL

According to item 18 of Decree on quarantine of plants in the Republic of Belarus, which was approved by resolution of Council of Ministers of the Republic of Belarus Nr. 509 dated 29.07.1993, import of seeds, plants & phytogenous production (further – quarantine production) into Republic of Belarus from foreign countries is permitted in the presence of following documents:

- import quarantine authorization, issued by State inspection on quarantine of plants and it’s departments in regions;

- phytosanitary certificate, issued by state authorities on quarantine and plant protection of country-exporter.

List of quarantine production, as well as conditions of its putting under customs procedure when importing & transit on the territory of the Republic of Belarus, were approved by resolution of State Customs Committee & Ministry of agriculture & foodstuffs Nr. 54/19 dated 05.07.2002.

On the basis of above-listed documents, as well as Rules on outer quarantine of plants in the Republic of Belarus, quarantine production is a subject of primary phytosanitary control on the border points when importing to the territory of the Republic of Belarus. At the same time, state service on phytosanitary control does not levy payment from international transport operators.

Quarantine production, which enter the territory of the Republic of Belarus, is subject to repeated quarantine control & laboratory examination. Cash resources for fulfillment of such work package are levying from consignee in compliance with List prices Nr. 03-4-1-10/3 dated 20.05.1999 for State inspections on quarantine of plants of the Republic of Belarus, which agreed by Ministry of finances and approved by Ministry of agriculture & foodstuffs.

TOLL ROADS (TUNNELS, BRIDGES)

The BelTOLL System

From 1 July 2013 in the Republic of Belarus an electronic system (BelToll) was introduced to charge the tolls for passage of vehicles by certain roads of the Republic of Belarus or sections thereof, including driving parts of bridges and other engineering structures (hereinafter - the toll roads). The automated system is based on microwave technology, it does not require to introduce restrictions on speed, on the number of traffic lanes and interchanges between them, as well as does not create any obstacles to the movement of vehicles.

Above the roadways, which comprise the system, the metal BelToll toll collection are placed portals, equipped with transceivers, which provide for the exchange of information with the on-board unit (ECU), installed on the windshield of the vehicle. Direct communication between the on-board unit in the vehicle and portal acquisition board provides a fully automatic calculation of the amount of payment for travel on a particular section of the toll road when the vehicle passes a toll collection the portal. With the passage of the drivers of vehicles through toll collection portals, the system will automatically debit the funds from the account of the on-board device, which is created when a user logs into the system. The amount of payment depends on the distance traveled by the vehicle. The official website of the Operator is www.beltoll.by

The onboard device must be obtained before entering the toll road. This requires that the vehicle should be registered in the system BellToll. Registration is available at the customer service points or through the system website. In addition, some of the fuel card operators also provide services to its customers in the registration system.

In the BelToll system the fuel cards of the following emmitents:

Belorusneft, Berlio, E100, Eurowag, EuroShell, PEC "Belavtostrada".

The owner of the vehicle must complete the contract and provide a set of required documents.

Vehicles concerned

- Vehicles (trucks, buses, goods vehicles with trailers, caravans) with technically permissible total weight exceeding 3.5 tons.

- Passenger vehicles (passenger cars and passenger vans) with technically permissible total mass of less than 3.5 tons registered outside the Customs Union

Registration

Registration in the system is free, however you must pay a deposit to get on-board devices.

Upon receipt of the on-board unit in prepaid mode in accordance with the contract it is necessary to replenish the balance of the on-board device:

- the minimum amount of recharge is 25 euros;

- the maximum amount of the balance on the balance of 350 euros.

The amount of the collateral value of the BelTOLL paying

- 20 euros for a vehicle with a technically permissible total weight not exceeding 3.5 tons;

- 50 euros for a vehicle with a technically permissible mass exceeding 3.5 tons

- The deposit is paid in BYN at the official rate of the National Bank of Belarus on the day of payment.

- The deposit value of the on-board device will be refunded upon delivery of serviceable in any of the service points

According to the Decree of the Ministry of Transport and Communications of the Republic of Belarus № 21 dated June 17, 2013 the following rates for the calculation of fees for the passage of vehicles on the toll roads had been set, depending on the technical the permissible total weight of the vehicle and the number of axles:
